States are scrambling for more revenue by trying to limit exemptions and redefining what is and what isn't taxable. In Washington State voters have limited the ability of our legislature to raise tax rates by passing propositions requiring a super majority to enact any new taxes. This leaves only a couple of methods to effectively balance the budget. They are cutting needed services and/or raising tax rates. Both of which are unpopular. That leaves the only avenue left, redefining what is and isn't taxable.
You will find some interesting articles from various newspapers and periodicals reporting on this new impetus by states to increase revenues. The outcomes are not always what was expected.
